This chapter examines the role and obligations of armed non-state actors in armed conflict. It suggests that the traditional approach of international law which excludes armed non-state actors from its list of suitable subjects is not helpful in protecting innocent victims and creates the impression that armed groups inhabit a lawless world. It proposes a number of options that can be considered when addressing violations of international law committed by armed non-state actors. These include encouraging codes of conduct and deeds of commitment, imposition of sanctions and criminal accountability, and launching initiatives aimed at the underlying causes of the conflict. The SAGE Handbook of Human Rights will comprise a two volume set consisting of more than 50 original chapters that clarify and analyze human rights issues of both contemporary and future importance. The Handbook will take an inter-disciplinary approach, combining work in such traditional fields as law, political science and philosophy with such non-traditional subjects as climate change, demography, economics, geography, urban studies, mass communication, and business and marketing. In addition, one of the aspects of mainstreaming is the manner in which human rights has come to play a prominent role in popular culture, and there will be a section on human rights in art, film, music and literature. Not only will the Handbook provide a state of the art analysis of the discipline that addresses the history and development of human rights standards and its movements, mechanisms and institutions, but it will seek to go beyond this and produce a book that will help lead to prospective thinking. Non-state actors NSAs play an increasingly important role in the global promotion and local implementation of human rights standards. Among NSAs, three groups are of particular note: 1 non-governmental organizations NGOs claiming to advance human rights using research, advocacy or education, 2 corporations engaged in transnational commercial activities, and 3 armed groups.

The international law instrument to effectively operationalise the right to development is yet to come into existence. This post demonstrates that the most plausible option for the draft Convention seems to focus to operationalise the duties of States and International Organisation to realise and implement the right to development. States very soon may reflect their views on the draft Convention. These bodies together, over the years, have presented 18 reports and proposed quite a few mechanisms to operationalise the right to development. The scope and relevance of these enforcement concepts to realise and implement the right to development has been debated and assessed at great length in the OEWG and the UNHRC. Developed countries have adopted strategies to question the scope and content of the right to development while rejecting the need of legally binding instruments to realise the right to development. Eventually, recently in May , a five member experts committee constituted for the purpose has submitted the draft Convention on the Right to Development to realise the right to development to the OEWG.
