The agenda of youth inclusion must be implemented from a conflict-sensitive and do-no-harm approach. The inclusion of young people during all phases of peace processes likely increases the sustainability of the agreements.

How Successful Has the UN Been in Maintaining International Peace and Security?

He said: "We have come to a fork in the road. This may be a moment no less decisive than itself, when the United Nations was founded. I believe the time is ripe for a hard look at fundamental policy issues, and at the structural changes that may be needed in order to strengthen them. The Security Council debates over the US-led invasion in Iraq and the mass killings in Sudan have raised anew concerns relating to the effectiveness of the United Nations.

The high panel, a team of 16 former high-ranking officials and heads of international organizations, is responsible for analyzing the challenges to international peace and security, and for raising proposals and submitting reports on UN reform to the Secretary-General.

In light of this critical time in the history of the UN, the Wilson Center's Conflict Prevention Project has established a meeting series intended to spur discussion on the UN, its role, the changes needed to improve its performance and its relationship with the United States. In February , the Wilson Center convened a session, moderated by Wilson Center Public Policy Scholar David Birenbaum, which focused on the impact of the coalition intervention in Iraq without Security Council approval on the organization.

The high panel is due to report to the secretary general by 1 December , and while thus far the panel is on track to make that deadline, the group has only just begun to wrestle with detailed drafting language, UN High Level Panel Member Gareth Evans reported.

According to Evans, the secretary general is focusing on the "operationally deliverable rather than the intellectually or emotionally attractive though he may not have put it in quite these terms.

The range of potential threats to peace and security addressed by the panel are likely to be grouped under six broad headings:. State Department Policy Planning Staff. Giving his personal views, Patrick noted that the United Nations is not one entity, but several organizations including the general assembly, secretariat, secretary-general and numerous agencies. Thus any reform recommendations must be multi-faceted and encompassing. For instance, he cited the lack of standards and criteria toward countries with dubious human rights records, such as Sudan and Libya, and their election to membership and leadership positions in the United Nations Commission on Human Rights.

Before taking action to forcefully remove Saddam Hussein from power, President Bush and his administration attempted to get a United Nations Security Council resolution, and their effort shows the relevance of the United Nations. Still there exists a great tension between the norms of sovereignty and humanitarian intervention and questions regarding the use of force—especially against the backdrop of Iraq and the Darfur region of Sudan.

The discussion also focused on responses to genocide, the International Criminal Court and institutional reform. However he noted that the invasion of Iraq has made it more difficult to enforce collective security responses to legitimate security concerns. Furthermore he advised moving away from the strict criteria outlined by the genocide convention, instead focusing on the victims of injustice, atrocities and mass killings.

He urged United States engagement with the United Nations as it attempts to reshape global norms. The panel is discussing a proposal that would expand the Security Council, with the eventual addition of approximately nine members. New members would be divided into four-year renewable terms and two-year terms as at present, with some allocation of those seats to a revised set of regional groupings.

Many of the participants agreed with Annan's comments of a year ago—we have reached a fork in the road and more critically, if member states won't make a decision or prefer to keep the status quo, then history will make the decision for all of us. Reconstitution of the Security Council "Although disproportionate attention has focused on reform of the Security Council, changing its composition and structure to better reflect the reality of the 21st century is indeed a priority," Evans said.

The women, peace and security WPS agenda consists of eight United Nations Security Council resolutions that inject a gender perspective into various peace and security forums. This formal agenda has given rise to a transnational epistemic community of governments, private sector actors, researchers and, most notably, civil society. While the WPS agenda has been lauded for promoting a better understanding of the relevance of a gender perspective within the overall international peace and security discourse, there has also been some criticism regarding the lack of political will and funding for its implementation. In addition, insufficient implementation strategies and tools for evaluation and monitoring remain issues of concern. UN Security Council Resolution is the most recent addition to the WPS toolbox and reflects some of the new challenges in global peace and security, including climate change, the increasing number of refugees and internally displaced persons, and violent extremism. The 15th anniversary of UN Security Council Resolution provided an opportunity for formal reflection on the current and future direction of the WPS agenda.

In the report, the evolving nature of armed conflict and violence is highlighted and seven major trends related to global peace and security today are examined.

Threats, Challenges and Change: The United Nations in the 21st Century

World peace , or peace on Earth , is the concept of an ideal state of happiness , freedom , and peace within and among all people and nations on Planet Earth. This idea of the world non-violence is one motivation for people and nations to willingly cooperate, either voluntarily or by virtue of a system of governance that has this objective. Different cultures, religions, philosophies, and organizations have varying concepts on how such a state would come about.

Is the climate-security century upon us? If so, what are the implications for international legal governance and institutions? In his recent Opinio Juris essay, based on his provocative and meticulously researched article, Atmospheric Intervention , Professor Martin argues that the climate change crisis may well exert pressure for change on the governing jus ad bellum regime. I am persuaded by Prof. While his focus was on the jus ad bellum regime, he briefly discusses the role of the UN Security Council and other institutional structures. My own work has focused on how the crisis will implicate the international institutions and governance structures that oversee the entire collective security system, particularly the UN Security Council.

The targets for SDG16, on peaceful, just and inclusive societies, were strongly endorsed by many policy advocates, but remained controversial in part because of geopolitical policy compromises that will be noted below but also because of the absence of conversations with peace and security experts during the process of developing the targets. While SDG 16, as with the other goals, will likely offer challenges to any proposed indicators of success, there are at least two hopeful notes going forward. The first is the commitment to assuring structures of governance robust enough to enforce the rule of law and ensure equal access to justice Target
